I think a new system of government would be needed to help pass quick laws and stop the threat of hostile takeover by installing a"king" (i do realise this is highly hypocritical for a communist country 
This is an initial draft i came up with, comments on how to improve and viability.
Firstly the president will no longer be the president. He will be refered to as the king and the constituation will state that only the incumberent king may run in the "presidential election" or his appointed heir. When he wishes to no longer be king he may appoint an "heir" who will then become the king. The king will do all the things a president will do, such as attacking a region, but he will only do so on instruction by the prime minister (see further down) and the congress. If he king believes a foriegn takeover is in effect then he will take over and fufil the job of a normal president, this protects eAsutria from foriegn takeover. Hopefully the king would never be needed and would just be a kind of figurehead helping the minister of foriegn affairs with diplomatic missions, but this way he can step in in dire circumstances. But this of course means that the King himself is been trusted with the fate of eAustria and as such has to be loyal and diligent. So to this end i feel the king must either be a true austrian or maybe a respected and experienced retired foriegn statesmen for example.
So with the president no longer in charge who will run the country , this will be the Prime minster. The prime minster will be the leader of the party whose party recieved the most seats in congress, if equally split between 2 parties the incumbent party will win. At this point the King ,assuming their is no suspicion of TO or treasury robbery, will ask the new prime minster to form a government meaning he appoints a congressmen to all the ministerial posts. The Prime Minster is essentially the president just with a different name.
Now this bit is very open to debate but personally i belive there should be (in ascending order of power):
Prime Minister
Minister of the Economy (in charge of economy policy and also serves as a vice president)
Minster of Foriegn Affairs (head of diplomatic affairs and international relations)
Minister of Defence (in charge of army maintence and all miltary affairs)
Minister of Public Affairs (head of governmental media, policies to help new players and citizen complaints)
Minister of Food (runs the food and grain industries)
Minster of Weapons (runs the weapon and iron industries)
Minster of Gifts (runs the gift and diamonds industries)
Minister of Housing (runs the housing and wood industries)
Minister of Tickets (runs the moving ticket and oil industires)
If for some reason the prime minister has to resign then the Minister of the Economy will take charge until the next congressional elctions are held.
if the Minister of the Economy can't take the reins then it goes to the minnister of defence and so on down the list Hope people like my ideas, it may
seem a lot of effort but i feel it is the best way to protect Austria from TO, and should all be enshrined in a constitution
p.s. Because i belive in a planned economy that is why it requires a minister for each product/raw material industry.
p.s.s. But because Austria is quite small to begin with it may only need a minister of industries general who will do the job of all the industry ministers combined initially
